Compare cost per accepted code change, including subscriptions, extra usage, environment setup, review and rework. ## Key terms **Usage quota**: Usage quota is the included capacity a subscription allows within its stated reset windows. **Accepted code change**: Accepted code change is a change that meets the ticket’s acceptance criteria and passes human review. **API billing**: API billing is separate metered charges for model or service use, rather than included subscription capacity. ## Coding agent pricing, plans, seats and usage limits | Comparison point | Claude Code | Devin | Replit Agent | GitHub Copilot | | --- | --- | --- | --- | --- | | Made by | Anthropic | Cognition | Replit | GitHub | | Entry paid plan | Pro at $20 ($17 annual) | Pro at $20 | Core at $20 ($18 annual), with $20 of credit | Pro at $10, with 1,500 AI credits ($15 value) | | Heavy use plan | Max from $100, at 5x or 20x Pro | Max at $200 | Pro at $100 ($90 annual), with $100 of credit | Max at $100, with $200 of AI credits ($100 base plus $100 flex). The table sets out Claude Code, Devin, Replit Agent, GitHub Copilot. ### Coding agent team costs for 5, 10 and 25 developers | Developers | Claude Standard | Claude Premium | Devin Teams | Replit Pro | Copilot Business | | --- | --- | --- | --- | --- | --- | | 5 | $125 | $625 | $280 pricing page; $200 billing docs | $100 | $95 | | 10 | $250 | $1,250 | $480 pricing page; $400 billing docs | $100 | $190 | | 25 | $625 | $3,125 | $1,080 pricing page; $1,000 billing docs | Over the 15 collaborator limit | $475 | Caption: Put five, ten and 25 developers through the numbers. The table sets out Developers, Claude Standard, Claude Premium, Devin Teams, Replit Pro, Copilot Business. These are published monthly plan prices, and each column buys a different amount of work. A Claude Premium seat carries five times the usage of a Standard seat. A Devin full seat carries a Pro equivalent quota. Replit's $100 credit is one pool for the whole account. Copilot Business publishes no credit allowance per seat. Treat the figures as starting budgets, then test likely usage and extra charges before you buy. Anthropic reports that enterprise Claude Code use averages about $13 per developer per active day, or $150 to $250 a month, with 90% of users under $30 a day. An Enterprise seat at $20 plus that usage gives an illustrative $170 to $270 per active developer, but the pricing page checked 18 October 2026 specifies a 20-seat annual minimum. A ten-developer deployment cannot assume ten Enterprise seats, the licence floor alone would be $400 a month before usage. Existing contracts may differ. Devin, Replit and GitHub publish no equivalent figure. ## Choose how much work to hand over - Claude Code runs in your terminal or editor and you steer it. If an ANTHROPIC_API_KEY variable is set on your machine, it uses that in place of your subscription, so you pay API rates while the plan sits unused. - Devin takes a task, works in its environment and returns a result, so the daily work becomes writing tickets and reviewing output. Admins set session spending limits and auto reload thresholds. - Replit builds and hosts apps, so the bill includes compute and data transfer as well as agent work. The cost of a request appears only after the checkpoint is created. - Copilot works inside GitHub. Chat, agent mode, code review, the cloud agent and the CLI all draw on AI credits, and since 1 June 2026 code review also consumes GitHub Actions minutes. Claude Code and Copilot keep developers close to the work. Devin and Replit's agent can take on larger tasks for review. Choose by the work your team is ready to delegate, and count the time spent checking and correcting output in your comparison. ## Watch what consumes the allowance Claude Code shares one allowance between chat and coding, so general chat use can crowd out coding. Devin's primary sources still disagree as checked 25 October 2026. The pricing page lists an $80 monthly team fee plus $40 per full developer seat; the self-serve billing docs describe an $80 minimum that includes full-seat charges. The table shows both interpretations. Use the pricing-page figure for a conservative budget and confirm the checkout total and seat terms with Cognition. Replit's credit is a pool that effort, hosting, storage and databases all draw on. Copilot's credits depend on the model chosen, so the same $15 covers a different amount of work from one task to the next. ## Budget for a team of ten The ten-developer figures are base budgets; included capacity and extra-usage charges differ across coding agents. For ten full developer seats, Devin Teams is $480 a month under the pricing-page wording, or $400 under the billing-documentation example, before extra usage. This unresolved source conflict prevents a single confirmed Teams estimate. The other listed base budgets are Replit Pro $100, Copilot Business $190 and Claude Standard $250. Included allowances differ. Anthropic's separate Enterprise usage benchmark is not an automatic surcharge on Standard seats, and Enterprise has a 20-seat annual minimum. Copilot has its own token-to-credit rates, so Anthropic’s enterprise usage benchmark cannot be transferred to it. GitHub’s current billing docs convert model token cost into AI credits at $0.01 each. Use the chosen Copilot model rates and observed usage to estimate extra spending, then subtract the applicable included allowance. Replit Pro's listed $100 base is lower than these seat-priced examples for teams of five to 15, but that account shares usage with hosting and is not equivalent to a separate allowance for every developer. Past 15 collaborators, request a valid Replit plan. Lower base price does not establish lower cost per accepted change. ## Devin plans: Pro, Max or a full seat? Pro costs $20 a month and Max $200. Max removes the daily cap, but its larger weekly allowance is still finite. Teams full seats cost $40 each and include Pro-equivalent quota and Desktop access. Flex seats have no fixed seat fee; their work uses shared paid credits and excludes Desktop. Confirm the Teams checkout total because the two official pricing descriptions still disagree. For the detailed seat examples and quota rules, see [Devin pricing, usage quotas and full seats](/guides/devin-pricing-explained/). ## Which tickets should you give Devin? Start with a reproducible bug, a missing test or a small change that follows an existing pattern. Include the relevant files, acceptance criteria and a test command. Avoid a vague overhaul as your first trial. Record review time and retries alongside usage; a cheap run that needs rewriting is an expensive result. ## Coding-agent review costs Separate generated changes, reviewable changes and accepted changes. A passing test suite is one acceptance check, not proof that the implementation matches the request or is safe to deploy. Apply the same review rule across tools. For an invented ten-developer pilot, assume $300 in subscriptions, $120 of extra usage and eight review hours at $75. Total cost is $1,020. At 30 accepted changes, that is $34 per change. A competing setup costing $500 in software but requiring only four review hours totals $800, or about $26.67 for the same 30 accepted changes. These are not measured product results. ### Match the tickets Use the same mix of a reproducible bug, a test addition, an integration change and a bounded refactor. Record repository preparation, prompt time, agent usage, failed attempts, review and rework separately. Keep human acceptance independent of the tool's “done” message. Test environment setup and dependencies as well as coding. A delegated tool that cannot run your tests is a different purchase from one producing a reviewable change in the right environment. Include an unavailable service, ambiguous requirement and unexpected test failure. Check whether the tool requests clarification or makes an assumption. ### Coding-agent spending limits Model a normal month and a sprint month. Included quotas are not guaranteed ticket counts, and a quiet user's spare capacity may not fund a heavy user. For Copilot, the included flex allotment can change and resets monthly; for Claude, chat and coding can share capacity. For Devin, distinguish full-seat quota from shared paid credits. Compare current settings in the account before enabling continued usage. Roll out to a small group with a spend limit and a named reviewer. Expand after the accepted-change cost stabilises. Short trials can expose configuration problems; they cannot prove an annual productivity improvement. ## How to compare cost per accepted code change Compare coding agents using identical tickets, acceptance tests and review standards, then include the cost of failed attempts. - Pick five real tickets of mixed size from your backlog, with clear acceptance tests. - Run the same five through each tool for a week and record time to a reviewable result and the rework needed. - Read usage from each tool, using /usage for Claude Code, Session Insights for Devin, the Agent tab for Replit and the billing dashboard for Copilot. - Set a spend limit before you start, then divide the total by accepted changes. ## Try Devin before committing to a paid plan Devin now lists a free individual plan with a light agent quota, unlimited inline edits and unlimited tab completions, so a solo developer can try it before paying $20. Its pricing page also folds the Windsurf editor into Devin Desktop, so the old Windsurf plans carry no separate price. ## Questions to settle before choosing ### Cheapest coding agent for a team For the five-to-15-person base budgets shown, Replit Pro lists $100 for up to 15 collaborators. Copilot Business is $19 per seat and Claude Standard $25 per seat. Devin's pricing page implies $80 plus $40 per full developer seat; its billing docs instead describe an $80 minimum including seats. Confirm the actual checkout charge. Compare included capacity, extra usage and accepted work before deciding. ### Copilot charges beyond its included credits One cent per AI credit. You can wait for the monthly reset or set a dollar budget, so a $10 budget buys 1,000 credits. ### What happens when Devin's usage quota runs out? Extra work uses prepaid on-demand credits. Purchased credits roll over without expiry. Pro and full Teams seats have daily and weekly allowances; Max has a weekly allowance without a daily cap. ### Is Devin Max unlimited? No. Max has a larger weekly quota, with no daily cap. Compare your observed extra-usage bill with the $200 subscription before upgrading.
